How might we create a sustainable substitute for plastic to stop pollution in waterways?

Although many supermarkets and market stalls have implemented a no single use plastic policy at checkouts they still currently provide bags to customers for fresh fruit and vegetables. These get used for a very short period of time then discarded. Shops need an environmentally friendly alternative.
